Question: I took my 84 Honda Civic wagon to a local shop (not the dealer) to have the water pump replaced. When I drove the car home, it had a whining noise that acts like it may be the timing belt. The noise starts after the engine has warmed a little and the rpm approaches 2000. The noise goes away as the rpm approaches 3000. The shop says the noise will eventually disappear, but it has been a few weeks. Is this a normal occurrence for a water pump replacement? Could the job have been botched? Should I be worried?

sounds like they over tightened the timing belt or the idler pulley/tensioner is bad! you should return to the garage and have them check the tension.
